Aeroflot’s new low-cost carrier (LCC) Pobeda has received its air operator’s certificate (AOC) and launched ticket sales. The new subsidiary plans to start flights Nov. 17 from Moscow Vnukovo Airport. The LCC plans to fly from Moscow to Surgut, Perm, Yekaterinburg, Samara, Kazan, Volgograd, Belgorod and Tyumen.
