US Environmental Protection Agency last Friday issued a proposed ruling that carbon dioxide and five other greenhouse gases "contribute to air pollution that may endanger public health or welfare." The ruling, which had been expected, sets the stage for the agency to regulate and even restrict CO2 emissions under the Clean Air Act. The proposed finding now moves to a public comment period.
