ICAO said that based on preliminary information provided by member states, commercial aviation safety improved last year compared to 2006. It said there were "11 accidents with 587 passenger fatalities on scheduled air services for aircraft with a maximum takeoff mass of more than 2,250 kg., usually seven passengers or more."
