Russia’s Federal Air Transport Agency, Rosaviatsia, has summed up two subsidy programs—the regional flights and the Volga region subsidy programs—for 2015. Under a regional flights subsidy program, Russian airlines carried 548,061 passengers in 2015, up 3.4% year-over-year.
