Regional Airline Assn. has appointed Republic Airways VP-safety and regulatory compliance Brad Elstad as chairman, and Atlantic Southeast Airlines director-safety Brad Sheehan as vice chairman, for a two-year term, effective Jan. 1, 2012. 

Gulf Air named Rick Saggar country manager-UK and Ireland. Saggar joins Gulf Air from Hahn Air, where he served as director-airline business group.

US Airways (US) has promoted Keith Bush to SVP-finance and appointed Ryan Price as VP-human resources. Price succeeds Dan Pon, who will be leaving US at the end of the year.

CB Aviation, a Utah-based aviation brokerage and consultancy services company, has opened a new office in Dubai, and has named Saeed Al Mansouri as VP-Middle East and Africa. It will be the company's second headquarters in the city.
