Russian Ministry of Transport has amended its Air Code, allowing carriers to introduce non-refundable tickets. Currently, Russian airlines have to pay 8% in refunds to passengers who cancel their flights 24 hr. before the flight. In 2010, the refunds amounted to RUB22.7 billion ($700,000).
